Paul Fitzgerald

Paul Fitzgerald is an Environmental Health Officer by profession, and is a member of the Chartered Institute of Environmental Health, having qualified in 1979 with a B.Sc.(Hons) in Environmental Health. He has worked for several large inner London Boroughs and two rural authorities dealing with housing issues, he has also worked as a maintenance manager for a Housing Association. Paul also holds a Diploma in Management Studies from the University of Kingston.

Whilst his experience is predominantly in housing, dealing with enforcement issues in the Private Sector, he has also enforced legislation dealing with the control of pollution, noise nuisance, contaminated land and private water supplies.

From 1997 he has worked as a consultant, acting as an expert witness in Housing cases, developing and managing stock condition surveys for local authorities, providing cover for vacant posts/periods of absence or employed for specific projects e.g. caravan sites, houses in multiple occupation surveys etc.

In 1999 he was involved in the first pilot study for the Housing Health and Safety Hazard Rating System in Tonbridge and Malling District Council. From 2005 he has been working with the University of Warwick, IDeA  and PPS Plc limited in the delivery of training on the system for local authority enforcement and housing association staff.
